Outsourcing Financial Assessments (OFA) for IT Sourcing and Procurement Directors
The OFA consists of four major modules that evaluate the following four critical areas: the price of the service, the service levels delivered, the contract's pricing terms and the responsibilities of the SR and SP. Each of the modules strives to enhance the benchmark capabilities by providing added insight into areas unique to an outsourced environment. The four modules include:
  • IT benchmark
    Adjusted for the outsourced environment, the benchmark provides a comparison of similar environments through a consensus model and peer group selection.
  • Service-level agreement (SLA) assessment
    The SLA assessment provides a comprehensive review of up to 10 service levels.
  • Contract pricing terms review
    This review includes the key areas of the contract that pertain to pricing and involves a survey approach and a review of the contract language.
  • Responsibility assessment
    Utilizing input from the SR and SP, a responsibility matrix is developed that identifies the party responsible for the various deliverables in the IT environment.
The OFA helps the SR and SP evaluate the competitiveness of the current agreement in terms of price and service levels for a specific IT area.

Competitive Bid Assessment
The Competitive Bid Assessment (CBA) evaluates the market price for IT services as if they were provided to the service recipient (SR) by a service provider (SP). The price and services are compared to a peer group with similar IT environments. CBA provides a quick answer to the question, "Is this a good market price for the services?"

The CBA consists of three major components that evaluate the market bid for the defined workload. The following areas are assessed: the bid price of the service within the Gartner consensus model, the common service levels from the Gartner SL100 database and the peer pricing points for comparison.

  • Competitive bid price
    Indicates the expected bid price for the services within the Gartner consensus model. The price provides insight into normal pricing conditions in the market; however, pricing conditions can vary based on unique circumstances within the engagement or market.
  • Service level
    Provides the commonly observed and Gartner-recommended service levels contracted for in outsourcing engagements. This includes up to 10 service levels per IT area.
  • Peer group comparability
    offers a view of the peers and the extent of the pricing variation for the environment being assessed.
The CBA helps the SR and ESP evaluate the competitiveness of the current market price for a specific IT area.
    Benefits:
  • Assesses price to provide the SR and ESP with an understanding of the engagement value as compared with similar peer groups
  • Provides comparative data to confirm a response to a request for proposal (RFP)
  • Confirms that a submitted response to an RFP is market based in terms of pricing
  • Allows for single-source renewals through the CBA's confirmation of the price
  • Aligns ESP delivery with the SR expectations
  • Resolves SR/ESP price/service differences with an independent third party
