Andrew Phillips is a Managing Vice President in Gartner Research, based in Gartner's Beijing office. He leads research on electronics production in the semiconductor and electronics research team, and also manages analysts worldwide. In recent years, Mr. Phillips' research has extended to advising CIOs and IT leaders in China-based enterprises and local Chinese technology providers as they seek to advance their IT in line with an expanding local economy. Mr. Phillips also advises non-China-based organizations on IT operations in China, including local hiring and staff management best practices in the region.
