Neil Barton is a Research Director in Gartner's IT Services and Sourcing team. He covers the IT services market, in particular application implementation and support: from business alignment through outsourcing strategy and vendor selection to application life cycle management. His research has a strong focus on rapid-time-to-market initiatives, such as agile and DevOps. He has worked extensively on costing, pricing and chargeback strategies for IT services; he is skilled in the financial modeling of business cases. He leads Gartner's research on nearshore service locations in Eastern Europe and cost-effective labor sourcing. Based in the U.K., Mr. Barton has worked across Europe and the U.S. and has successfully delivered projects in industries such as manufacturing, telecommunications, government, transportation and financial services.

Before joining Gartner, he worked for 10 years in the costing and pricing team of a major multinational IT services provider, negotiating and troubleshooting contracts ranging in TCV from $20 million to $500 million. Before this, he spent eight years in consulting and benchmarking. He has also worked for 10 years in software development, project management, system integration and technical marketing.
