The Politics of Consensus-based Decision Making for CIOs
Tina Nunno, Distinguished VP Analyst, Gartner

Many CIOs are in consensus-based cultures or enterprises, where important decisions are made by groups and in a cooperative manner. While elements of this style can be desirable, consensus can also become politicized and lead to challenges such as passive-aggression or analysis paralysis. Many IT-related initiatives require multiple business units or departments to participate in order for them to be successful. This session focuses on how to deal with the politics to create constructive consensus, and overcome dysfunctional consensus.

CIO Story: Digital Innovation Ecosystem at Algeciras BrainPort
Dr. Francisco de los Santos, Chief Information & Innovation Officer, Algeciras Port Authority

Due to globalization, the challenge of transforming your operating model and adapting your company to the new technology advances is a must. Ports are value adding transfer points and central links in logistics chain, and Algeciras port, as the 1st Spanish and 4th European port in term of total cargo is ahead of this challenge. During the session, we will see how Algeciras Port Authority is moving from a traditional “landlord & regulator” model to a “business efficiency partner” model, based on collaboration and continuous digital innovation through the whole port logistics value chain. The journey of the CIO, becoming a member of the Board of Directors, integrating IT & Innovation in the business, working in a bimodal way, making real a Port Living Lab, interacting with Start-Ups and consolidating as a trusted business ally will be explained. Reflections, pitfalls, frustrations and lessons learned, will also be shared. Malcolm McLean “invented” in 1956 the container: “the box that changed the world”. What will come next to disrupt logistics? BlockChain? Autonomous Containers? Taylor- made prescriptive logistics?... We do not know, but it will be complex and we should be prepared for that. A continuous innovation culture in the Port´s Ecosystem is the best investment for success! It´s not about IT, it´s all about business, innovation and people!

CIO Roundtable: CIOs Leading in Reinvented Organizations
Ard Leferink, Co-Founder, Buurtzorg

There’s a strong belief in new types of organisations and new ways of organizing. We want it Teal, Agile, Holocratic, horizontal, with purpose and bottom up. It seems to be more than a hype as we see strong top down organisations more and more struggling to find and keep good craftsmen and professionals. But what does it actually mean to be the CIO of a ‘flipped’ and modern organisation? What’s the role of the CIO? Is there any? And what are the skills and tools you need to survive and excel? Ard has been working as a CIO for a lot of top down Dutch healthcare organisations. As cofounder and CIO of Buurtzorg he also gained a lot of new insights with a fully 'flipped' organisation. Buurtzorg, a large Dutch nursing care provider, started 11 years ago and is now expanding to a lot of new other countries. He would like to share his experiences with you.

CIO Roundtable: Stewart Allan, CIO — Global IT Diretor, Bibby Financial Services Ltd
Stewart Allan, CIO - Global IT Director, Bibby Financial Services Ltd

Bibby Financial Services aspires to be, “the independent financial services company that everyone would love to do business with”. That’s our tag line, but the market conditions are tough, there is high liquidity and our emerging new competitors (fintech’s) are starting to eat our lunch. Our board specializes in financial services but lack the knowledge to challenge whether we are making the right technical choices. This I know is a common problem across most industry verticals and I seek your knowledge. In the roundtable discussion I will initially share a very short introductory story of how I have managed to both succeed and fail in influencing the board. That should allow for a following active discussion on how you plan or have managed to influence the board you work with to make the right technical decisions. I will also provide a tip on how to make your Gartner subscription seem invisible on your P&L.

CIO Roundtable: The Service Center Scales Innovation in Virtual and Digital Care Delivery
Riitta Laanala, Head of the Business Unit, City of Helsinki, Finland

Finland is at the forefront of health and welfare reform and is a pioneer in digital care delivery for a number of reasons. With a population of five and half million citizens, and located in northern Europe, it has already achieved significant national and local level digitization of the care system. This progress continues through a number of national and regional level programs aimed at providing citizens and caregivers with the right information and modern technology tools to improve health outcomes. Digitization is seen as being at the heart of reform and an essential ingredient in government plans to secure the right levels of accessibility and cost-effectiveness of health and social care services. The Digital Service Center in the City of Helsinki is the business enterprise that contains the people, technology and processes and other assets that directly provide digitally enabled virtual health and wellbeing services. The overall aim of the service center is to support independent living at home for clients with multiple innovative technical solutions and services. One of these is the virtual care service delivery model. Virtual care is an essential part of city of Helsinki’s future. For this to be a sustainable model of digital care delivery there has been an explicit focus on achieving and measuring benefits. The expected value of such services has been captured and used to maintain momentum scale adoption.

Boards Should Hire Top CIOs and CTOs as Non-executive Directors

Digital business is a big part of industry change and corporate strategic direction. Supervisory boards of directors must include tech-savvy members if they are to understand what is happening and adapt. But appointing headliners from major online brands is not enough.
