Deputy Commissioner for Technology and CIO
Roland Rivera is the Deputy Commissioner for Technology and CIO at the Virginia Department
of Social Services. He serves as principal advisor on enterprise initiatives and leads 200 staff
providing IT strategy, application development, information security, and infrastructure
operations. He supports a $2 billion agency, and partners with 120 local departments of social
services, 25 state offices, and multiple faith-based and non-profit organizations to promote the
well-being of children, adults, and families across the Commonwealth.
Roland has served as CIO for the Oregon Secretary of State, Director of Network Strategy and
Telecommunications for the University of Washington, and Assistant Director for
Telecommunications with the State of Washington. Roland completed 22 years with the federal
government, holds a Master’s Degree in Computer Resource Management / Space Systems
Management, and is a retired Lieutenant Colonel. He and has extensive experience across the
spectrum of IT services from design, through implementation, into operations.
