The impending liberalization of the main Central and Eastern European (CEE) telecom markets has spurred strong growth among the alternative operators (alternative to the incumbents). Competition is particularly fierce in the provision of data services as operators bring additional capacities onstream and focus on Internet-based services. The Czech Republic, Hungary, and Poland are undoubtedly the most advanced markets in the region. Their incumbent operators have all been at least partially privatized and both Poland and the Czech Republic have set the framework for an independent regulator. Russia is the largest market of the region, and although it is still far behind the others, its growth rate is attracting foreign investment. Although these four markets are more advanced than others in the region, cultural and financial barriers still limit the penetration of Internet services, and in particular, of e-commerce.
