  • Reform themes will accelerate agencies' interest in business-oriented technologies that can aggregate needs, automate tasks, streamline processes, secure data and save costs
  • The federal workforce actions target both agency size and performance, but will run into the realities of cultural resistance, legal challenges and impacts to congressional districts
