Summary

Government IT’s stakeholder environment has become highly complex. Decision making is increasingly matrixed, as governance and investment processes cut across traditional silos. More business leaders are funding and leading IT projects independent of central IT. This often means that IT leaders are entering projects at later phases and with less decision-making control. Additionally, 60 percent of employees now must collaborate with 10 or more individuals to accomplish day-to-day work.
