The three ways organizations typically deal with policy violations/non-compliant behavior are creating a standard escalation path based on number and severity of violations, establishing disciplinary actions that have real consequences that offenders would care about such as revoking privileges, inter department fines or termination and regularly reporting the list of offenders to management.
