Initiate a Governance Approach for Government Projects in 10 Steps

Government waterfall projects often rely on traditional methodologies, assuming they will address governance. Unfortunately, those methodologies don’t look at government role challenges. Government CIOs can use this 10-step process as a governance approach to deliver successful waterfall projects.

  • Build a Project Governance Approach
    • Step 1: Identify the Most Accountable Owner.
    • Step 2: Identify Whether You Need a Senior Responsible Officer (SRO) to Supplement the Responsibility of the Accountable Owner, and If So, Identify the SRO.
    • Step 3: Identify All Supporting Executives Whose Backing Is Required for Project Success.
    • Step 4: Identify Which Enterprise Business Processes Will Most Likely Be Affected by the Project.
    • Step 5: Identify Internal Service Supplier(s) That Have a Significant Role in Delivery of the Project.
    • Step 6: Identify Other Primary/Direct Stakeholders (Other Than Those Identified in Steps 3, 4 and 5).
    • Step 7: Create Steering Committee. The Chair Should Be the Accountable Owner or SRO.
    • Step 8: Determine How the Project Steering Committee Will Interact With the Enterprise Program Management Office (ePMO), Investment Review Boards and any Other Standing Governance Bodies That Oversee Investments and Transformation Efforts.
    • Step 9: Determine If the Project Manager Will Report Directly to the Accountable Owner, SRO or a Direct Report of the Accountable Owner.
    • Step 10: Determine What Subordinate Committees (Workgroups) to the Steering Committee Are Needed.
  • Engage Stakeholders in the Development of the Approach So They Understand Their Role and the Level of Engagement Required
  • Ensure All Transformation Projects Are Owned by the Business, Not IT
