Quality leaders wishing to set targets for quality performance metrics should define three thresholds:
Set a minimum performance level to show the lower range of past performance. Base it on past performance and update it over time. Falling below it is a red flag that something has gone wrong.
Set an expected performance level to show what the quality team would reasonably wish
