Joseph Baylock is a Group Vice President in Gartner Research, where he is a member of the executive management team. He leads a cadre of more than 250 Gartner analysts responsible for delivering thought-leading research and client guidance to Gartner's Technology and Service Provider clients. Previously, Mr. Baylock led the research teams providing IT Infrastructure & Operations and Security & Risk analysis to enterprise clients. In prior positions, he led Gartner's ombudsman function, which implemented the firm's objectivity and independence guidelines, and also managed its vertical-industry research team. Mr. Baylock has a 29-year career with Gartner, starting with 15 years as an analyst in networking and telecommunications.
Mr. Baylock holds a B.S. in Computer and Systems Engineering from Rensselaer Polytechnic Institute in Troy, New York, and a Master of Business Administration from the Wharton School at the University of Pennsylvania.

Prior to Gartner, Mr. Baylock held a series of engineering and financial management positions in the telecommunications industry with GTE Sprint, Pacific Bell and Hawaiian Telephone.
Mr. Baylock was an operations manager at Sprint, where he implemented network management platforms and fiber-optic systems. He has also evaluated cellular acquisitions for Pacific Telesis and implemented network management systems for GTE.
