I think the question is really to broad to provide a definitive answer. It really depends on what exactly the decision is you're trying to make. I think we all want to be data-driven, if possible, but sometimes we don't have enough data, or the data isn't proven. So, regardless, we need to be tied to an overall strategy across all our tactics.
