Has anyone found an effective training offering for non-native speakers of English, to improve their communications skills? I have a very strong project manager on my team who is brilliant at their work but are held back because of the way they express themselves in English. I'm not looking for presentation skills training, but rather how to help them translate their thoughts from their native language to English so that they can express them simply and lucidly. Currently, I have to read their emails and presentations two or three times to decipher what they are trying to say. As the line manager, I don't mind doing that, but senior stakeholders don't have the patience for it and it's costing an excellent performer dearly in perception and career prospects.

I use Promotions / Average Headcount. We do not have clearly defined policies for determining when someone is eligible for a promotion, making the second metric difficult/impossible to calculate.
