Technology, Talent in that order... think ML and AI. Threat intelligence cannot be sifted through as quickly by humans as it can be using ML and AI based tools.

Talent is always the most important thing.  All the technology and training cannot replace actual talent.  Real talent in any given field is a rare thing.
