Both are important, but if you have the right talent in place it will put/implement the right technology so its a win-win.

Technology, Talent in that order... think ML and AI. Threat intelligence cannot be sifted through as quickly by humans as it can be using ML and AI based tools. 
CIO in Services (non-Government), 201 - 500 employees
Talent is always the most important thing.  All the technology and training cannot replace actual talent.  Real talent in any given field is a rare thing.
