What distinguishes a chief technology officer (CTO) from a chief digital officer (CDO)?

I think is the person’s experience behind the role. A CTO of a digital native that has been exposed to building customer centric products with revenues streams attached, is well positioned to hold any of the two titles. Conversely, a CDO that comes only with a CMO mindset and no product experience might not be a well rounded CDO. As a CDO myself; I tell people, hopefully my role is redundant sooner than later since the company has embraced technology as a source of value in every company value stream (confessing is an aspiration but I believe is possible!)
