Get users engaged early, and often. This would include including users in an RFP process or any vendor evaluation - assuming you're looking at a new tool. Hiring business analysts or product managers within the D&A team who can develop an intimate understanding of user needs and business problems is also something I highly recommend - and aligns nicely to more of a 'data as a product' approach. Ensuring you also have robust lines of communication and feedback from users post-launch, which would include capturing detailed metrics on usage, is also often overlooked. Content you might like
