There should always be at least one person performing the role of ea. . This maybe absorbed into another role (like a CTO),
If there is a lot of development and/or integration going on then there should be at least one SA as well.
The more development you do, the more SAs you will need.
But you may not need more EAs. 1 can still be sufficient if their role is clearly defined and there are agreed principles in place
