Is it deemed semantically correct to refer to a software service as a form of a "computing appliance"? Or is it semantically accurate to restrict the term "appliance" to physical devices only, and not include virtual devices in that definition? ref: https://www.gartner.com/en/information-technology/glossary/computing-appliance

I think a SAAS is not an "appliance", but an appliance could be builded using a virtual device (as a Virtual Machine). " Appliance = Hardware (Phisical or Virtual) + Software for a particular purpose",

I would never call a software-only service an "Appliance", and would be skeptical of any company or salesperson trying to use that term for a SaaS product.
