I would say security - it’s easy to find functional developers across the globe, but outsourcing can sometimes drastically change the way you implement application security after the fact due to other issues like scope creep and timelines when managing an outsourced effort like this. I would also add meeting the business requirements and objectives, and this is not necessarily always, outsourced partner fault but the users clearly did not or cannot define their requirements.
