It is a false trade off.  Building security in.  Ensuring that your security requirements are business driven and explicit. Automating security means that it is both more secure because now I can enforce it all the time, it is also faster because it is more automated and any issues are uncovered sooner.   Security teams should also be held accountable for speed.  Security should be built in and part of the definition of done.  Focus of security should be how to ensure security requirements are obtainable at speed.

Yes, but only if some of that speed is achieved at the expense of security. When done as an overall DevSecOps approach it's likely to improve all outcomes.
