CSO reporting to a CIO I think is still the most common , but in many cases not ideal. I have seen the CSO role reporting to COO or CEO, in many cases there is more support for the CSO. Having the CSO report to a CEO is probably the best case, direct and immediate communication without having to weed past all of the noise and politics, worse being overridden by Sr. tech leaders or execs.

The information security officer role is deemed as extremely important,  yet the CISO may not always have a seat at the table. Our organization has elevated the position and importance,  yet in previous companies,  this was an afterthought.

All senior leaders are challenged with Information Security, so the CISO becomes redundant.

It depends.... the requirement is internal focused, it is appropriate reporting into the CIO. In case of external focused, it absolutely makes sense to report into CTO or CEO depending on what message the leadership is planning to send to the customers.
