I think the statement itself might be a bit antiquated. Principles must evolve with the times in line with corporate values. If they don't  issues like diversity, equity and inclusion will never be realized. The same applies to sustainability.

Core principals are good for reinforcing the culture, keeping aligned with the mission and vision, and staying strategic. Enterprise Architecture could serve as a framework for (among other things) establishing standards and guidelines, selection criteria, integration blueprints, etc. Formal evaluation can be guided by something like an Analysis of Alternatives (AoA) process. https://www.linkedin.com/pulse/analysis-alternatives-aoa-andrew-kagan
