Has any government entity designed an 'AI onboarding' program/ process for their developers and programmers? Once the cloud AI sandbox (vendor agnostic) is set up, how did/ do you facilitate their use case exploration?

Who has feedback on their journey with SAP HANA Enterprise Cloud (HEC) that is willing to share?  We are currently a SAP HEC customer that has endured challenges with SAP's model (lack of agility, poor responsiveness).  We are beginning to evaluate our options as our initial HEC contract expires and I'd like to hear from this community on their planned path forward. We are evaluating three primary options: - Migrate to SAP RISE - Migrate to our own hyperscaler tenant - Migrate to another managed services provider What path are you taking and what were the top reasons you chose that direction?
