Based on my experience, one cannot single out any of these aspect as any of these individually can break your case. These should always be evaluated combined.
Where you have your priorities, might actually change if your total business case shows you risks or restrictions into what you considered the most important on certain markets and vice versa.
So just keep a flexible mind and evaluate total business cases with the potential scenarios well thought through. One can find treasures if we don't automatically discount factors.

Absolutely agree! each aspect contributes differently to the overall scenario. Flexibility in evaluating total business cases is the KEY. But sometimes I feel skilled labor availability & govt. incentives plays a critical role in deciding the future manufacturing location.
