Even pre-pandemic we struggled to have business participation to test applications and data after migration
They don’t see value in the migration so why put effort on tools that were working fine
Best solution is to offer significant improvements or effectiveness with the migration. If it’s just a lift to cloud plan on doing it with bare minimum business participation and testing
