This is highly influenced by the size of the company. When we had about 250 IT employees in a 4,000 person company in 10 countries it probably took 1 FTE spread across a dozen people
When we were acquired into a 130k employee company with 2,000 IT employees and way more outsourced services it was probably 10 FTE if you included all the iterations that we did from the start of the process in September until final approval in late January
