From what I've come across Ownership of Infrastructure is the primary selling point that the other listed reasons fall under.  Each of the other options has it's own merit depending on your organizational needs, with Control of Data and Cost-Efficiency usually being at the top, especially when it comes to heavily regulated and cost constrained fields like healthcare.
