When we wrote our service desk contract with the vendor we had incentive targets for their employee retention and training/certifications.

If they reach retention targets or certified employees in various products they received a bonus payment to the vendor. We find it very easy to reward and very difficult to enforce penalties. I’m not against SLAs but use them with rewards not penalties
