I voted that I support but with some reservations and for the following reasons.
On the plus side for the Biden EO, it aims to protect human safety and rights. Reliability through rigorous testing and dealing with bias and explainability in processes affecting human lives should be important to all of us, in any geography on this planet. While it does seem that the major actors are working a virtuous spiral up in their competition, and while safety does seem to be a strong investment area, there are many smaller actors who may not have the resource. Far from being regulatory capture in favour of the largest actors, it is critical that if one is working on models that testing be a major investment area. The other advantage is support for cooperation and standards in the system.... but it is little more than words of encouragement.
On the negative side, it's a rushed, ambiguous, resource-intensive and over-reached EO that is not likely going to have a major impact. At best, it will ensure safety but only if the over-stretched enforcement institutions can execute the order based on actionable understanding. At worst, it can confuse the marketplace, and especially the small newer entrants and become that corporation favouring regulatory capture we feared.
On that note... a lot of recent global legislaton is focused on tech.
But are written by committees who have very few tech experts.
Unimplementable legislation seems to be a recent trend.
CIOs, get involved to influence the creation of unimplementable text and to campaign for awareness of what big data, cloud, network infrastructure and the nexus of forces have created in this brave new world.
