We have used the Ideas feature in MS teams to capture employee ideas. Some teams use it for their own use but we also have a corporate wide Teams channel called "Voice of the Employee". Within there, employees can submit ideas, vote on each other's ideas or comment anytime they want.

Never seen tools do anything more than track the ideas so use a whiteboard, Excel, whatever you want. For people to be innovative they need the freedom to think and free flow ideas. Give the company at large the task of "what would be your next feature, product, big thing" and submission guidelines with rewards for doing so.
