We are embracing data as a product, which means that every team that produces data is responsible for the quality of their data. As an organization, we are still too small to offer a platform team that can help on those issues

We have not, mostly because it's hard and we haven't made it a priority. I think you're on the right track for trying to get there, it is truly among those things considered "holy grail".

As for consolidation, I'd look for what's work / what are the best qualities of each of the programs and see where logical synergies line up.
