I love the fact that you're saying adaptive because data governance isn't rigid. That's a really key thing to remember. And if you're doing any kind of master data management, in my experience, you won't be successful if you don't adopt data governance.
In an ideal world, you would have done it at the start or even before you did master data management. You’ve got to start as soon as you become aware that this is a gap in your master data management strategy.
You've got to understand why you are doing it: to make sure that you match/merge the correct data. You're only going to do that if you have good definitions of the data and you actually have data owners and data stewards identified and in place, because that will ensure that you get the right stakeholders in place.
I would implement Data Governance on a phase basis looking for the most important data or perhaps the one where you're experiencing the most problems first.
