Honestly, we just keep it flex and try to recruit the best talent wherever we are. If it proves to be difficult, we move either the position or the site (whichever is the level of criticality). But that can be difficult for many reasons, not only immigration policies. We have had many other limiting or even critical factors well beyond this that we had to deal with regularly (e.g. a larger organisation moving next to one of our critical plants paying better wages and thus draining the local mfg and WH talent pool which wasn't large to start with etc.).
