I am looking for other large, decentralized companies to benchmark with related to HR Compliance. Anyone willing to share how you went about creating a more center-led HR compliance framework? Or - lessons learned throughout that process?

This is a great topic. This year, all colleagues globally were assigned an enterprise risk goal with defined success criteria and are required to acknowledge that they’ve reviewed and understand those expectations as part of the Year-End process.

We also enhanced leader guidance to ensure leaders are evaluating colleagues against their risk goals and reinforcing accountability across teams. It’s been a meaningful shift toward embedding risk awareness and compliance behaviors into the performance process.

If I understood your request correctly, you're looking for references from HR departments that have implemented Compliance functions. In our case, the Compliance area is connected to a global function at Telefónica Group’s headquarters in Spain and is not subordinated to HR, either locally or globally. Here in Brazil, the Compliance function reports directly to the Legal department.
