Yours looks like a very good framework.
However, I note the People dimension is missing, from cultural change to role-specific learning. Aspects like recruit/develop, job descriptions, goals, objectives and maintain/reward frameworks. AI and AIOps/DevOps/CI/CD is a lot about tools and process, but without people and the right collaboration culture, it falls apart. I copy it below. We developed it from desk research and with advice from Gartner, PwC and Microsoft advisors.

•Assess & Plan
1.Conduct a Current State Assessment: Evaluate current capabilities, processes, tools, and culture. Identify areas for improvement related to Agile and DevOps practices.
1.Set Clear Objectives: Define what you aim to achieve with Agile and DevOps transformation, including improved deployment frequency, reduced lead times, higher service reliability, and better alignment between IT and business.
1.Develop a Transformation Roadmap: Outline a step-by-step plan to transition to Agile and DevOps. This should include short-term wins and long-term goals, with a focus on incremental improvements.
•Cultivate an Agile DevOps Culture
1.Foster a Collaborative Culture: Encourage  communication, collaboration, and a shift from siloed operations to integrated teams. Promote a culture of continuous learning & experimentation.
1.Implement Agile Practices: Adopt PM2 Agile methodologies. Train teams on principles and practices, establish cross-functional teams that include business, development, and operations.
1.Promote DevOps Principles: Emphasize importance of automation, continuous integration (CI), continuous delivery (CD), proactive monitoring. Encourage shared responsibility for the entire lifecycle.
•Restructure Teams and Processes
1.Create Cross-Functional Teams: Form teams that are responsible for specific products or services, combining skills from development, operations, QA, and business analysis.
1.Adopt Product-Centric Approach: Shift from project-based to product-based IT, where teams are focused on continuously improving and adapting their products.
1.Decentralize Decision-Making: Empower teams to make decisions quickly and autonomously, with a focus on delivering customer value.
•Implement Tools & Practice
1.Set Up DevOps Toolchain: Invest in tools for version control, CI/CD, configuration management, containerization, and monitoring.
1.Automate Everything: Automate repetitive tasks, including code integration, testing, deployment, and infrastructure provisioning.
1.Implement Continuous Integration and Continuous Delivery (CI/CD): Integrate code into shared repository frequently, automatically test changes, & ensure code can be moved at any time.
1.Adopt Infrastructure as Code (IaC): Manage infrastructure using code & automation tools, in consistent and repeatable environments.
•Measure & Improve
1.Define Key Performance Indicators (KPIs): Establish metrics to measure the success of your Agile and DevOps practices, such as deployment frequency, change lead time, change failure rate, and mean time to recovery (MTTR).
1.Implement Feedback Loops: Use monitoring and logging tools to gather data on application and infrastructure performance. Analyze this data to identify areas for improvement.
1.Continuously Iterate: Use the insights gained from metrics and feedback to make iterative improvements to processes, tools, and products.
•Training & Development
1.Provide Training: Offer comprehensive training programs on Agile and DevOps practices, tools, and mindset changes required for all team members.
1.Encourage Continuous Learning: Promote an environment where continuous professional development is encouraged, and learning new skills is supported.
•Governance and Compliance
1.Update Governance Models: Adapt governance, risk, and compliance models to fit the Agile and DevOps ways of working, ensuring that they support rather than hinder agility.
1.Ensure Continuous Compliance: Integrate compliance and security checks into the CI/CD pipeline to ensure continuous compliance with regulatory and security standards.

This is great, as most aspects are covered. I would like to add a couple of points:

Under adoption and change, it is essential to measure usage and track how many users are effectively utilizing the model. Statistics will help to gauge the success of the model.

In terms of governance, implementing an observability framework will assist in raising alerts and providing insights from a system/model perspective.
