One of the most successful methods is :

Performance evaluation:  annual evaluation of an employee's job performance. Also tracking competencies and skills as they progress upwards can be indicative of talent quality. Competency ratings occur semi-annually, while skill assessments are conducted annually for specific roles. Year on year competency improvement reports have been a good indicator.
Leadership Roles: For leadership positions, utilizing assessment centers and scenario-based assessments, a good mean to assess the quality of hire.
Benchmarking: comparing the performance of new hires against industry benchmarks or standards is a helpful practice in measuring the quality of talent acquisition. Ex. Compare your Java Developer with an industry benchmark and evaluate the gap
Honestly its not an easy way to measure quality of hire. We are doing a lot of research on this topic including measuring incoming talent through right assessments. happy to discuss further.
