What is the relationship between an ETL tool and a Database Management System (DBMS)? Are ETL tools designed to work more efficiently with specific DBMSs, or are they generally independent thanks to standard connectors like JDBC or ODBC? Can the choice of an ETL be made regardless of the target DBMS without impacting performance or compatibility? How do technical constraints, data volume, or licensing costs influence this relationship? Ultimately, is the connection between an ETL and a DBMS purely functional, or can it be strategic for data management?

We are working on PDF data extraction doing a POC with a few LLMs like Claude, Co-pilot, Power automate, Textract etc. While, machine printed pdfs are fairly trivial and accurate from LLMs extraction, we are running into a challenge with hand written PDFs, as the image clarity is often very poor. Despite trying to OCR it and then parsing, it is not working well. I am trying to figure out, if anyone has a better suggestion or solution for this need?
