I am indeed an applicable person to answer the question.  However, I would suggest that your client is skipping a critical step, or the critical step information has not been provided: how do they know what skills are missing?

A training needs analysis should be conducted to help identify the skills gaps and then one finds or develops solutions that address the gaps.
