For Project portfolio management in a smaller and more agile environment, I recomend Asana, or Jira Work management. Both: 1) easy to onboard and use; 2) variety of templates for all type of Projects and programs; 3) Built-in reporting across projects and portfolio.

I would give thumbs up to ‘Forecast’ , I found their project and portfolio and resource management and review features to be comprehensive enough for overall coverage and useful for large teams which met out expectations.
I have been using trello. It provides easy, drag-and-drop editing, automated email notifications, developer API, activity logs, voting options, mobile-friendly views and so on.
