In the shift to a product operating model in IT, where is the “product owner” role situated in this model? Does it sit in the IT organization or does it belong in the business functions?

The product roadmap is built jointly with the collaboration between business and the IT (the fusion team)… the product owner role belongs to the business, they set the pace to transform and deliver which is aligned with the business stakeholders strategy.

Where possible 'business function' remembering also that IT is itself a 'business function' with its own products. It's never a one-size-fits-all - product lifecycle management, confirmation of where a digital product sits in a process/SOP and metrics on its use - all support.
