Why vendors wouldn't dive in into answering a rfp? Instead they prefer to push thru their Sales teams.

It is common problem with a large segment of vendors, which doesn’t add value to the entire program or project. Unless you deep dive you wouldn’t be in position to deliver value to your consumer.
