Absolutely.  And building on Chris O's suggestion below, maybe it was a well-intentioned configuration change to improve network security against malicious intrusions, that was rushed into production because of the whistleblowing event.  That would be excruciatingly ironic!

Very likely a technical mistake made with good intentions. However if that is the case the timing was poor unless on a global view that change was made at the lowest typical use time
