At one organization I worked, we had 4 levels. One major consideration is how to differentiation between each level. Is there enough substance at each level to warrant more levels? Complexity is another thing to consider. You want it to be simply and easy to remember. The meat behind it is what they learn, how it is put into practice, the behaviors that become engrained, and the routines it impacts.
