MFA should be the baseline, a mandatory requirement not an option. People will get access abroad from hotspots almost free (see the Hotel or the Airport) and ideally the connection should be protected via VPN. However, the implementation of VPNs across various Corporate infrastructures remains inconsistent and is not universally adopted.

People going to high-risk countries, especially China, should travel with loaner laptops with minimal data. Assume the authorities will copy everything.

I agree with Ben approach. In addition, travel to high-risk countries should be avoided. Other means like Zoom or Teams meeting can be used. If not, then traveling should be restricted with laptops/tablets/phones with minimum amount of data.
