It depends on how you want to pursue the SCM education and certification at scale. 

The SAP learning hub (open platform) is gearing towards educating people in using the SAP applications/products instead of focusing on the SCM/Procurement/Sourcing/Supply Management disciplines or knowledge. 

If your goal is to educate the team with SAP SCM applications, then SAP learning hub might be a good fit for your need. But if you want to provide SCM discipline/knowledge training/certificate programs for your team/company at scale then other options might work better for you.
