There is a bit of confusion about.
Chatbot can be with or without GenerativeAI for unlocking the conversational chat. ML is part of AI so where you are referring to you are in the AI domain.

The answer is yes ML and AI but according to the case.

Hypothetically, a chatbot could be ML based if it has adequate training data over time.

Not sure if this has already been said but ML is just a field of AI. Based on some of the answers I have seen here, I suspect you are asking people to compare it to Artificial General Intelligence (AGI), which has not been achieved through any AI fields at this point.

When I think of chatbots, I think of ML first and foremost.  As chatbots get more advanced, we might delve into the realm of AI but with the current state of most chatbots, I am thinking of ML for now.  It'll be interesting to see how advanced they can get.

Chatbots are neglected as the term and use was over explored by marketers with simple chatbots to answer automatic responses in a very simple way. But if whether you are going to use the term chatbot for an advanced conversational UI, is this case we are really talking about both AI and ML as ML is a subset of AI. Conversational UI required ML training to work and so it is ML.
