There are a number of ISC2 certifications, so not clear which one you are asking about.

With that, having been a CISSP for decades and teaching CISSP prep courses, the biggest challenge is for non-native speakers. The test is daunting and many fumble on non-fully understanding the questions. If you don’t understand the question, you get the answer wrong.

Specifically for the CISSP, the biggest challenge is a gap between experience required vs. the experience of many folks looking to certify. Many jobs require a CISSP, but fail to recognize that many folks don't have the years of experience in the specific domains.

If you are following the discussions on LinkedIn ISC2 certs less than the higher level ones are - are just common based knowledge. Just because you have a CISSP as an example doesn't mean that you can actually protect the enterprise. Lots and lots of certs but fewer and fewer performance based testing.

Without a doubt - Technical Debt! It's a ball and chain that creates an ever increasing drag on any organization, stifles innovation, and prevents transformation.
