Are you experiencing this? WSJ says that non-tech companies are having difficulties recruiting laid-off software developers, engineers, and data scientists from Big Tech.

Ithink it's a culture clash. The tech world has been flexible, inventive, a kind of laissez-faire environment, with few, if any hard and fast rules. Work schedules tend to be flexible, and bonuses came fast and easy at many companies in tech.
This is not so in many other sectors, where there's a more formal schedule, less work from home, and a tighter set of controls on hierarchy and workplace behaviour.
Those factors, plus less pay would seem to have an influence on suppressing a shift from tech sector worker to the non-tech world.

It's understandable since Big Tech culture and projects tend to be more innovative.  Also, Big Tech salaries, benefits and professional development opportunities are often more generous for similar roles, so expectations have been high (or inflated).
