We are a virtual first company after the pandemic and have done away with these costs.  In other companies I have worked at, a central procurement function took care of these indirect costs.

Our global procurement department handles setting up the supply contracts for each region or country. 

The business enters requisitions when they have a need. Procurement then matches the demand to the contracts, and orders get placed.

We have a central Corporate Procurement function that handles all procurement duties that are common to all divisions for those types of items. The business units have their own Procurement departments for their specialties. Example - Aerospace has Procurement for the special metals, electronic components needed for their operations. Chemicals Business has Procurement skilled in special materials they need like Platinum for catalysts
